Housing

House Allotment Rules

Rule: 1. Short Title and Application

  • These rules may be called the Rules for Allotment of Residences in the Indian Institute of Technology, Delhi.
  • These rules incorporate all decisions of the Board of Governors up to and including BG/11/2002.

Definition

  • ‘Allotment’ means the grant of license to an Institute employee to occupy a residence in accordance with the provisions of these rules.
  • ‘Authorities’ means the authorities as defined by the I.I.T. Act and Statutes.
  • ‘Director’ means the Director, Indian Institute of Technology, Delhi.
  • ‘Emoluments’ means the monthly emoluments of an employee and comprising the following:
    • Pay (including special pay).Deputation (duty) allowance.
    • Non-practicing allowance (for medical practitioners only).

Pension, including the portion of pension commuted, if any, but excluding the portion ignorable for the purpose of pay fixation.

Rules for Allotment of Residence on Campus

Estate Office

The Estate Office works under the charge of the Estate Officer who is also the Institute Engineer. He is supported by the Estate Section for administrative and accounting work. The Estate Office performs the following functions:

  • Allotment of residences on approval from Chairman, House Allotment Committee.
  • Allotment of Commercial Establishments and kiosks on the advice of Commercial Establishment Committee. Grant of license to vendors through advice of Commercial Establishments
  • Licensing Committee.
  • Permission for use of Neelkanth Hall at Community Centre, Barat Ghar, Kalyan Mandapam, Nalanda Ground and putting shamiana by employees and others for social, religious and official functions.
  • Realization / recovery of license fee / rent etc. (including Water charges & Electricity Bill) by raising of rent and demand statement and issuance of bills etc.
  • Action against misuse of Institute accommodation like sub-letting, unauthorized construction, occupation, and keeping certain animals.
  • Execution/renewal of agreement/deed for commercial establishments and leased accommodation hired by the institute

The Estate Office is guided by the following committees:

  • House Allotment Committee.
  • Sub-letting Committee.
  • Commercial Establishments Monitoring Committee (CEMC).
  • Commercial Establishments Licensing Committee (CELC).

The Estate Officer has been vested with judicial powers to effect eviction of residential and Commercial accommodation occupied unauthorizedly by an employee or a vendor. The residences are allotted by the House Allotment Committee in accordance with the provision in the Statutes and the House Allotment Rules approved by the BOG.

Allotment of Residence

Statute 18 provides for allotment of residential accommodation to the Institute employees and recovery of license fee and other charges from them.

Leased Accommodation

Due to shortage of accommodation, the Institute allows leased accommodation to the new faculty. The present rules for providing leased accommodation to the newly appointed faculty are as follows:

  • The Institute may hire leased residential accommodation (approximately 1200 sq. ft.) in the neighbouring colonies for its newly recruited faculty within the campus. The rent ceiling of Rs. 35,000/- p.m.

Surrender of an Allotment

An employee may at any time surrender an allotment by giving intimation and accordingly should reach the Estate Officer at least 10 days before the date of vacation of the residence. The allotment of the residence shall be deemed to be cancelled with effect from the eleventh day after the day on which the letter is received by the Estate Officer or the date specified in the letter, whichever is later. If he/she fails to give due notice, he/she shall be responsible for payment of license fee ten days or the number of days by which the notice given by him falls short of ten days.

An employee who surrenders the residence under sub-rule (a) shall not be considered again 48 for allotment of Institute residence for a period of three years from the date of such surrender. This shall be applicable to those who surrender within 6 months of allotment, if one surrenders after 6 months of allotment the period of debar shall be 6 months.

Change of Residence

  • Change of residence will be allowed as per clauses relating to “Change of residence” listed under Note 5 and Note 6 in “Annexure A” of House Allotment Rules (BG/11/2002).
  • An employee to whom a residence has been allotted may apply for a change of residence on the following grounds also, and such changes would be considered on merit:
    • On the death of any member of his family, provided the allottee applies for a change within three months of occurrence of such a casualty.
    • In the event of the accommodation becoming temporarily uninhabitable due to any damage caused by rain, flood, fire etc., such change shall be valid only till the residence is restored to a habitable condition, when the allottee would be required to reoccupy the same.

Mutual Exchange of Residence

Two employees to whom residences of the same type / same floor have been allotted may apply for permission to exchange their residence mutually, and permission may be granted to such mutual exchange subject to the following conditions.

  • Such exchange is physically completed, and occupation certificate submitted within a period of eight days, from the date of issue of the order.
  • Persons who wish to have mutual change shall give in writing an undertaking that they have not applied for study leave / deputation leave / transfer / sabbatical leave nor have resigned nor are they due for retirement and nor are they likely to do so during the next one year from the date of such undertaking.

Note: Failure to comply with all or any of the above conditions will result in the cancellation of the permission so granted.

Maintenance of Residence

An employee to whom a residence has been allotted shall maintain the residence and premises in a clean condition to the satisfaction of the Estate Officer / Medical Officer. Such an employee shall not grow any tree, shrubs or plants which are likely to cause damage to the building; the allottee shall not cut or lop off any existing tree or shrub in any garden, court – yard and compound attached to the residence. Maintenance of a kitchen garden or flower beds are excluded from the purview of this clause.

The institute offers HRA (based on salary), if faculty opt to stay off-campus. Moreover, if you sign a three-party rent agreement, with the institute as one of the parties, an amount of 35000 per month may be given towards your house rent. Guest Houses

In order to provide accommodation for the faculty members of other IITs, Educational Institutions, Student’s guardians etc. the Institute runs two guest houses – Amaltas (Main Guest House) and Gulmohar (Faculty Guest House). The request for accommodation is made to the Professor-in-Charge (Guest Houses), who, subject to availability, notifies the reservation of accommodation. Accommodation in the Amaltas (Main Gust House) is provided to VIPs like Directors of other IITs, Vice Chancellors and Heads of Educational institutions. Accommodation in Gulmohar is for faculty and officers visiting Delhi for official work in the IIT or outside the IIT.

Medical

Medical Benefits, Treatment and Reimbursements

The multifarious medical needs of the Campus population consisting of Students, Staff members and members of their families are met by the Institute Hospital. The Hospital is headed by the Chief Medical Officer (CMO) with a team of full-time Medical Officers, Visiting Specialists and Para Medical staff. The Director has also constituted a Hospital Advisory Committee with a Chairman nominated by him and members drawn from hospital and other recognized bodies of the Institute including student representatives, with the CMO as the Member Secretary of the Committee. This Committee formulates various policies for providing medical facilities to the Campus population.

Eligibility

Faculty Members, Staff members of the Institute and their family are entitled to Medical Attendance and Treatment including reimbursement, as laid down in Schedule ‘AA’ appended to the IIT Act & Statutes and approvals accorded by the Board of Governors from time to time.

Family

The term ‘family’ shall mean wife or husband of a member of the employee and parents, children and stepchildren wholly dependent on the Employee. For the purposes of determining dependency, the following will be the criteria: –

  • Son: Till he starts earning or attains the age of 25 years, whichever is Earlier
  • Daughter: Till she starts earning or gets married whichever is earlier irrespective of the age limit
  • Parents: Who are residing with the staff member and whose income from all Sources including pension does not exceed Rs.9,000/-+DA p.m.

When a dependent son/daughter reaches the age of 18 years and in respect of dependent parents, the concerned staff member must fill up the form for updating the records with the concerned Establishment Section and get the medical booklets revalidated every year.

When husband and wife employed:

  • When both husband & wife are employed in the Institute, either of them can choose to prefer the claim of medical facilities on behalf of self and family, by declaring the fact, through a joint declaration.
  • When the spouse of a staff member is employed in a State/Centre Govt./another Autonomous/Corporate body, he/she can choose to claim the medical facilities either from the Institute or from the spouse’s employer by declaring the same through a joint communique.
  • When the spouse is employed in a private organization where the medical facility is not available or when it is available for self only, a letter to this effect should be produced from the employer of the spouse.

Medical Booklet

Medical Booklets showing the particulars of the faculty members, staff member & his/her family members with photographs are issued to each eligible person of the family of the staff member. The eligible persons are required to produce the Medical Booklet for availing of treatment from the Institute hospital.

  • The medical booklets should present the medical history of the holder and suitable entries in respect of outside treatment should be made therein by IIT doctors. Separate booklets in different colors would continue to be issued for students, staff and their families.
  • The booklets must be surrendered when a student/staff leaves the Institute.
  • Treatment facilities for dependents will be allowed only based on valid booklets which have been renewed/revalidated.
  • The system of affixing photographs of the beneficiary on the medical booklet must be strictly followed.
  • The Medical Booklets will be renewed/replaced as per rules prescribed from time to time by the Institute.

Recognized Hospitals

All Faculty members, staff members and their families should generally avail themselves of the medical facilities at the Institute Hospital, Government Hospitals in Delhi/New Delhi and AIIMS.

The Staff members and their families staying far away from the IIT Campus may get tests and OPD treatment at Institute Hospital, Govt. Hospitals and AIIMS and when necessary, at other recognized hospitals.

For facilities not available or not adequately available in the Institute Hospital or cases which need specialized diagnosis or sophisticated treatment may be referred by the Chief Medical Officer to outside hospitals for special consultation/investigations/surgery and indoor treatment. For these purposes the following hospitals have been recognized by the Institute.

Medicines

  • IIT Hospital will keep in stock medicines of various brand names as decided by the Committee of IIT Medical Officers. The Medical Officers of IIT Hospital shall normally prescribe medicines which are in the stock of IIT Hospital.
  • The faculty, staff and their families taking regular OPD treatment at recognized hospitals may draw their medicines from the IIT Hospital pharmacy or obtain a supply order duly countersigned by the Chief Medical Officer in case of those medicines not available in IIT Hospital.
  • No supply order/reimbursement will be made for medicines for which similar/equivalent medicines are available at IIT Hospital, only for the sake of a particular brand name.
  • All serving and retired employees and their dependents can avail OPD consultation at any hospital recognized by CGHS in NCR and other cities and states where the employees have settled. No referral will be required by IIT Hospital to consult these hospitals.
  • Reimbursement of costs of medicines purchased based on the prescription of these CGHS recognized hospitals can be made by the IIT Hospital to the employees after a deduction of 40% of the total cost of the medicines claimed in the reimbursement bill.
  • Reimbursement will be made for medicines only up to a maximum of two months at a time. After that, fresh consultation/prescription from the concerned CGHS-recognized hospital should be submitted by the beneficiaries for such reimbursement claims, otherwise reimbursement will not be made.
  • Apollo Pharmacy should provide the facility of issuing the medicines prescribed by IIT Hospital to the beneficiaries through the supply orders from and through all its networks in the Delhi/NCR.
  • For any medicines not issued by the Apollo Pharmacy and purchased outside by the beneficiaries, reimbursement will be made in full for the first five days. Reimbursement for medicines for more than 5 days will be made after deduction of 40% of the total cost.
  • Medicines can be issued to the beneficiaries availing the OPD medical facility of the Institute for the duration of their trip abroad only if the request is supported by valid documents in proof of their visit. No reimbursement will be made for the medicines purchased abroad.
  • Claims for reimbursement for Ayurvedic (including Panchakarma) and Naturopathy Treatment will be processed as per the Govt. rules/norms.
  • The claims for reimbursements for artificial appliances, devices etc. at CGHS rates as approved by the BOG. Suitable mechanism/procedure for such requisition and reimbursement will be developed by IIT Hospital for the same such as IVF, hearing aid etc.
  • Claims should be submitted within a maximum period of 6 months for reimbursement. No claim will be processed by IIT Hospital after this period.

Tests

Tests can be done at any NABL accredited Lab or CGHS recognized Lab/hospital. Reimbursement will be made at Institute rates as applicable. If institute rates are not available for any test, then CGHS rates will be applied. In case CGHS rates are also not available, then 75% of the claimed amount will be processed for reimbursement.

The beneficiaries may accordingly avail the pathology, radiology and other tests from the recognized labs as per the above norms/rules. Reimbursements will also be processed by the IIT Hospital accordingly.

Indoor Medical Treatment

Except in emergency cases which are covered in subsequent text, for all indoor medical treatment prior approval/referral letter is to be taken from the chief Medical Officer. In such cases, medical advances may be granted to the Institute staff to cover surgery, related hospital charges and medicines on the following basis: –

  • In cases where the advance pertains to AIIMS, Government Hospitals 100% advance payment may be made, and the cheque will be issued in the name of the Hospital.
  • In cases of advances from the IIT recognized private hospitals, an advance up to 70% of the estimates through a cheque in Favor of the hospital but limited to a maximum of Rs.1,00,000/-

Special Category and Ceilings- For prolonged and complicated nature of treatment such as kidney transplant, bypass surgery, open heart surgery, complicated injuries/diseases like Leprosy, Cancer & TB etc., if the treatment is taken in an Institute recognized hospital, actual expenditure to the eligible extent subject to a maximum ceiling of Rs. 1.5 lakh for the entire treatment of any specific illness during the entire service of the staff member, will be reimbursement.

Emergency Treatment

In case of a life-threatening emergency the faculty/ staff members may consult a private medical practitioner for immediate treatment in the absence of a Govt./Municipal/Recognized hospital within a reasonable distance. The emergency treatment may be availed only for a very short spell of time and the Chief Medical Officer should be consulted as soon as possible.

The claims for emergency treatment should be submitted to the CMO with an application detailing the circumstances under which the treatment was availed from the private medical practitioner along with a certificate from the treating doctor showing the nature of illness and the line of treatment followed. Such claims may be considered on the recommendations of the Medical Board constituted in terms BG/29/91.

General

  • The Chief Medical Officer of the Institute should obtain and update on medical charges at AIIMS and other recognized hospitals. A schedule of such charges may be made available to the staff whenever needed by them at IIT Hospital and in the Accounts Section of the Institute.
  • Separate claims should be preferred for each patient.

Increments and Awards

Increment/ Lumpsum Incentive/Award

The Institute has decided to give lump sum incentives to its employees (other than Faculty and Scientific /Design staff- Group A) for acquiring higher qualifications after joining the Institute subject to the following conditions: –

  • The incentive will not be available for the qualifications which are laid down as essential or desirable qualifications in the recruitment rules for the post.
  • The incentive will not be admissible if the employee is sponsored, or he/she availed of study leave for acquiring the qualification.
  • The incentive will not be available if the appointment is made in relaxation of educational qualification and the employee acquires such qualification later.
  • The qualifications meriting grant of incentive should be recognized by a University, Deemed University, All-India Council of Technical Education (AICTE), Department of Electronics, Board etc. recognized by the Government.
  • The acquisition of the qualification should be directly related to the functions of the post held by him/her or to the functions to be performed in the next higher post.
  • No stepping up of pay shall be allowed in the case of juniors by virtue of drawing more pay under the scheme of advance increments.

Guidelines for Financial Assistance, Holding of Conferences Etc.

Grant of Financial Assistance to Faculty

The Institute grants financial assistance to faculty in respect of:

  • Cost of books/technical journals,
  • Membership fee of international bodies/societies,
  • Attending national and international conferences and
  • Contingency grant from recurring funds of the Departments/Centres for day-to-day work as per the following norms.

Reimbursement towards cost of Books/Journals and Membership Fees of a Professional Body

  • Reimbursement shall be made within a period of two weeks after production of the statement of expenditure supported by bills. In order to streamline the procedure, such bills may be entertained only twice a year e.g. in February and August.
  • Books, Journals purchased shall be considered as personal property of Faculty Members the cost of a book is less than INR 5000/- or US$ 100. However, if the cost of the book exceeds the amount mentioned above, then the same may be entered into the library accession Register maintained by each department.
  • 100% reimbursement in respect of membership fee of one international professional body/society. Rather than having to pay every year, members of the faculty may be encouraged to become life members, wherever possible, by paying a lump-sum amount, produce the bill to the Accounts Section, who should then reimburse the actual amount.
  • The membership fee shall not include the cost of any journals/transactions for which additional payment has to be made. However, those journals/publications available free of cost along with the membership fee can be retained by the faculty.

Financial Grant to Faculty/ Scientific/ Design/ Programming Staff for Attending National &International Conferences

Books purchased during the three years preceding retirement cannot be retained. Books costing below USD100 will not be entered in inventory.   Engagement of Research Assistants/Associates (maximum upto 3 months). Local hospitality charges for hosting visitors at IIT Delhi. Fees for attending short-term courses or training programs for faculty members and their research scholars (including online courses and programs).   To support travel of a colleague or student to a conference in India or abroad for jointly authored papers with IIT Delhi affiliation. Advance (if any) would be drawn, and bills settled by the faculty member.   For faculty members retiring during the block of 3years then the period of entitlement of PDA should be counted upto the period of re-employment.   Faculty availing PDA for attending international conference abroad during vacations be allowed to avail leave of the kind due upto a maximum period of vacation before or after conference. (BG/27/2012).

    3. Higher position in Research Institutions of National Importance in the corporate sector, they should be allowed to keep lien on their posts in the Institute for 5 years by creating supernumerary position in their names in the Institute and that in all other cases, they should not be allowed to keep their lien for more than 2 years at a stretch.
    4. All senior faculty members are appointed as Heads of an Institution in National or State Controlled Engineering Colleges or Directors of the CSIR Labs. and other such appointments in the Central Govt./State Govt., Regional Engineering Colleges, State Controlled Colleges and National Scientific Research and Development Laboratories as well as Vice-Chancellors in Central and State Universities on a contract basis, be given a lien to complete their full term ranging from 3 to 5 years depending upon the nature of the initial contract.
      After completing their first term in office, they should join the Institute. In case they get a second term of their contract they should be willing to resign or retire from the services of the Institute before taking up second term of the office. However, they should only be allowed to retain accommodation on campus as per the present norms (refer to House Allotment Rules). Further the other terms of deputation will remain the same as applicable to senior faculty/professors going for a higher position to National Laboratories/Institutions of National importance.
  • In the case of transfers from IIT Delhi to other IITs, no Leave/Pension/P.F. contributions shall be payable to this Institute. Such contributions shall, however, be payable when appointments on Foreign Service terms are made by organizations other than I.I.Ts
  • The Institute employees appointed to posts in the Research Schemes in operation at the Institute are permitted to retain their lien on the Institute posts held by them as under:
    1. The lien on the Institute post can be held by the employee for a period of 2 years or the duration of his appointment against the Project Post whichever is less.
    2. For the period of service beyond 2 years on any project, the retention of lien by an individual employee be referred to the Board of Governors for consideration, provided the total period for which an employee is allowed to retain lien on the Institute post does not exceed 5 years during the entire service.
    3. The leave salary/ pension/ CPG contribution, etc., are debited to the funds of the concerned Research Project/Scheme(s).
  • During the period of lien, the post could be filled on a permanent basis. In the unlikely event of an employee returning to the Institute, supernumerary posts shall be created to accommodate him.

External Funding

Apart from the funding from the institute, a faculty can receive funding from organizations outside of institute. The starting point for all external funding is approval from your DRC/CRC followed by final approval from IRD for proposal submission.

Faculty Appraisal

All faculty members in the category of Assistant Professor, Associate Professor, Professor and Professors in the HAG submit their Appraisal Report on-line for their academic performance starting from 1 st July to 30th June. Normally, such online windows areopened for 2 months during the month of July and August every year where the faculty members submit their online appraisals.

The appraisal reports submitted by the Faculty Members are evaluated by an Appraisal Evaluation Committee duly constituted by the Director. The report is submitted to the Director for his information.

Other benefits and allowances

Faculty Funding

Apart from providing various platforms to faculty to grow continuously, the institute also gives them various types of monetary support to jump start their professional journey. The source of funds can be inside or outside the institute. Both types of funding are discussed below:

Internal Funding

New Faculty Grant (Up to 50 Lakhs)
This is divided into two components:

Equipment Matching Grant (INR 30 Lakh)

This grant is offered to build new capability/high value research facilities into emerging areas via special project funding from external agencies. This is to be availed within 3 years of joining the Institute.

Professional Development Fund (PDF)

A grant of INR 1 lakh is given by the IRD for purchase of computers and related peripherals. Request for this grant needs to be routed through IRIS.

You will receive automated emails tracking the progress of the application and will also be able to view funds once they are credited. A portion of the money that you bring into the institute through external grants goes into your Professional Development Fund (PDF) maintained by IRD accounts. The expenditure rules of this money are a bit more relaxed. Furniture Allowance

The institute also offers furniture allowance to purchase office furniture etc. through the office of Dean Planning. The form must be filled in and sent through the Head of your academic unit to Dean Planning for approval, following which you may make the purchase.

Professional Development Allowance (PDA) INR 3 Lakh spread over 3 years.

You can use this allowance to pay for your travel (domestic or international), supplies, etc. This fund becomes available to you only 6 months after joining the institute. Please contact E1 section and your department store for details on utilizing your PDA.

Foundation for Innovation and Technology Transfer (FIRE)

IIT Delhi goes the extra mile to unlock the entrepreneurial mindset of students and faculty. Foundation for Innovation and Technology Transfer (FITT-IITD) which is an industry interface of the institute, offers a platform to budding entrepreneurs by providing them infrastructural, management and networking support to convert their ideas into reality. It has incubated around 100 startups so far. Through FIRE (Faculty Innovation and Research Driven Entrepreneurship) faculty is egged on to work on solving societal problems. They get one year of paid leave and two years of unpaid leave along with a grant of 5 million INR to develop their startup.

Financial Assistance from QIP (Curriculum Development Cell)

QIP gives financial assistance of Rs.40,000/- (in two phases) to faculty members for book writing/ preparation of course material/transparencies etc. Initial grant (maximum of Rs.20,000) on approval of proposal & the Balance of Rs. 20,000/- will be paid at the last phase of book writing when the draft manuscript is ready for handling over to the publishers.

Young Faculty Incentive Fellowship

(notified vide notification IITD/ICDN/BG/061/2012/782 dated May 18, 2012)

The faculty will get an honorarium of a minimum of Rs. 25,000/- per month over and above to their salary for a period of 2 years to five years. The YFIC be established preferably with financial contributions from industry, alumni and the non-governmental organization.

Special Honorarium to Faculty Members/ Teachers of the Institute who are Bhatnagar Awardees

(BG 160 BG48/2007)

The Standing Committee of IIT Council (SCIC) communicated vide MHRD letter No. 9-5/2006-TS-1 dated 4/5 July 2007 regarding grant of honorarium of Rs. 15,000/- per month to the teachers of the IITs who have obtained Bhatnagar Award, as per Annexure 8.4, subject to the following conditions:

  • The teacher has won the Bhatnagar Award
  • He/she should be working as regular teacher
  • The Honorarium should be given till one attains the age of retirement
  • The amount for the honorarium may be paid from the regular grant v) The scheme implemented with effect from July 1, 2007

To consider the proposal of Faculty Innovation and Research driven Entrepreneurship (FIRE)- The Board noted that a proposal is submitted to create a system, strengthening the research ambience, innovation and entrepreneurship in the Institute, by the name and title Faculty Innovation and Research driven Entrepreneurship (FIRE). The Board noted the salient features of the proposal as follows:

To consider the proposal of Faculty Innovation and Research driven Entrepreneurship (FIRE)- The Board noted that a proposal is submitted to create a system, strengthening the research ambience, innovation and entrepreneurship in the Institute, by the name and title Faculty Innovation and Research driven Entrepreneurship (FIRE). The Board noted the salient features of the proposal as follows:

  • Facilitation towards faculty start-ups in IIT Delhi – Towards strengthening the faculty involvement in innovation and entrepreneurship activities including developing an entrepreneurial eco-system, it is important to make the members aware about the facilitation and support architecture available in the Institute.
  • Orientation– Various sensitization programs/ lectures are proposed to be arranged by FITT and IRD at the Institute. The purpose of these orientation sessions is to bring greater clarity to the members about various facets of enterprise creation so that they are in a better position to exercise judgment with regards to any such foray.
  • Administrative– The concerned faculty member will have to register his/her interest with the institute’s Dean (Faculty), for involvement in Incubation as a Promoter /first Director in the start-up company. The Director, IIT Delhi or his nominee on the recommendations of the TBIU screening committee, shall be the Competent Authority for granting approval to all such applications from faculty members.
    • Faculty members may be allowed to undertake such activities on a part-time or full-time basis. Faculty members who are allowed to undertake such activities on a full-time basis, may take Sabbatical Leave / Leave of the kind due during the first year of the entrepreneurship. He/she can extend this by two more years on lien from IIT Delhi. During the subsequent years of entrepreneurship, the faculty members shall attend to their normal academic responsibilities at the Institute, and they can spend one-day# per week for entrepreneurship activities (inclusive of other consultancies through IRD/FITT) as allowed under the consultancy norms.
    • If a faculty member wishes to be involved on a part-time basis in this activity, the existing norms of one day per week presently allowed for such work (inclusive of other consultancies through IRD/FITT) would apply.
  • Financial
    • A faculty member can make an innovation-based start-up proposal having separate technical and business plans for pre-incubation and incubation stages, which will be evaluated separately by committees constituted for this purpose. Initially, the proposal shall be considered for the pre-incubation stage wherein the team can develop a prototype version and for the development of which they can seek a grant of up to Rs. 50 Lacs from the Institute (to be operated through IRD) for development and translation work to be completed in pre-incubation stage. After completion of the pre-incubation milestone, the faculty start-up will go to the TBI stage for needful handholding by FITT which shall also prepare the start-up for raising external funding.
    • Out of the gross annual turnover of the Start-up company, up to 3% of sales turnover shall be payable to the Institute during Incubation period. TBIU rules shall apply for all other matters such as equity etc.
      The start-up will declare upfront the Institute facilities that it proposes to use; it shall, accordingly, pay charges for the facilities as per the notified tariff/ Institute rules in vogue. If the facility does not have an existing tariff structure, an approved tariff chart through the concerned entity (Dept./Centre/School/ Central Workshop etc.) should be part of their proposal.
    • If it does not interfere with their academic / administrative responsibilities, faculty members may be allowed to work for start-ups promoted by other faculty member(s) with prior permission of the Institute. The financial advantages to faculty promoter(s) / members, if any, during the incubation period will be as per the honorarium/consultancy norms of the Institute.
      Beyond the incubation period, a faculty member can continue to be associated with a start-up company, without affecting his / her academic commitments, and can hold shares in the company, under intimation to the Institute. All allowable financial benefits accruable to them shall be treated as per the honorarium/ consultancy norms of the Institute.
  • IP Rights– The Institute faculty shall continue to be governed by IPR policy of the Institute even when associated with a start-up. However, it may be noted that the IPs solely created by the start-ups shall be owned by them but the same would have to be disclosed to the Institute. If there are any IP ownership clauses associated with the funding received by the start-up, they would override other IP clauses but would require disclosure to the Institute before they are signed.
